Yes. this is official. Verizon's Galaxy Nexus, will not support Google Wallet. This is a decision taken by Verizon as they are working on their own NFC payment system. Isis, comprised of Verizon Wireless, AT&T and T-Mobile USA is expecting to start trials of NFC payments sometime in 2012 in Salt Lake City and in Austin. Coming to the release date, the recent news and slipups mean that the device will certainly launch this month and December 9th seems to be the most likey date.
